I'd have to agree.

I have this theory that the monks wanted to make Buffy as protective of Dawn as possible, so they manufactured Dawn to be slightly younger and needier. And, once she'd been around for a while, her essential Dawn-ness started intervening and making her more grown-up...

Dawn isn't whiny, she's just written that way!
