I strongly suspect that Faith has forged ID saying she's 21. If anyone questions whether that's her real age, she'll stare at them sullenly until they back down... or possibly break their arm.
True, though I strongly suspect the Council would know exactly how old Faith is and would have passed that information on to Giles.
two episodes later, Buffy and Giles are complaining that she's still off on one of her "unannounced wakabouts". Maybe she knew about the Cruciamentum somehow and skipped town? :-)
