Eh, that's not exactly what I'd call evil - all he does is threaten, and Buffy realizes there's no teeth behind it. That's Dennis the Menace evil. The scheme with Adam involved an actual Big Bad, and showed that Spike could still cause some serious trouble if he wanted to.
