The thing about Dawn and Connor? They're a whole bunch younger than their respective gangs.
During BtVS S5 (when Dawn is at her whiniest) we see Dawn at 13. We never saw Buffy at 13, but I'm *so* willing to bet that she was just as annoying.
It's the same sorta deal with Connor.
In order to contrast between the ages of Dawn and Buffy (+ her peers), they've written a very young Dawn, and the whining is what sets her apart as a child.
